Masterplan for Bagamoyo, a Special Economic Zone (SEZ) in Tanzania

Vi er netop nu ved at lægge sidste hånd på en masterplan for et nyt stort industriområde (Special Economic Zone) i Tanzania nær Dar es Salaam. Projektet er blevet til i samarbejde med regeringen i Tanzania og Verdensbanken. Det ca. 10.000 ha store område er i dag stort set ubebygget, men vil på sigt rumme bl.a. industri, en moderne havn, en international lufthavn, områder for turister, handelsområder og ca. 75.000 indbyggere.

Som en del af arbejdet udarbejdede vi analyser for miljømæssige og sociale forhold og en finansieringsmodel, der bruges til at analysere den økonomiske bæredygtighed. Derudover udarbejdede vi også konceptplaner for infrastruktur som veje, vand, el, gas, telekommunikation mv. Masterplanen indeholder en 15-årig udviklingsstrategi for området.

The Government of Tanzania intends to develop a Special Economic Zone (SEZ) at Bagamoyo. The SEZ will include a modern port, an international airport, areas for industries, tourism, trade, social services, residential areas and essential logistical infrastructure and utility services.

The Master Plan for the Bagamoyo SEZ includes an initial Environmental and Social Assessment of the site and a financial model that will be used to analyse the financial viability of the project. Options for private sector involvement in the development and financing of the SEZ, and specifically the industrial component are examined and proposed. For the industrial component of the SEZ, the consultancy developed concept plans for future infrastructure needs.

The infrastructure concept plans include e.g. roads, water and water treatment, electricity and gas, street lighting and fencing as well as telecommunications. Finally, an implementation strategy was formulated. The guide contains key actions to be performed, timeframes and milestones. The strategy will be a 15-year road map for the project.
